Novak Executive Librarian (847) 729-7500 x 127 vnovak@glenviewpl.org FOR IMMEDIATE RELEASE Library Planning Process Moves Ahead June 15 2006 Glenview s plan to update and improve its public library took another step forward this month with the completion of two studies focusing on the existing library building. Additional parking for library patrons also became available when the Village took possession of the former Epco Paint Store site immediately to the east of the library which is located at 1930 Glenview Road. Built in 1955 for a much smaller community the current building was expanded twice over the years in order to keep pace with Glenview's growing population. However the aging facility can no longer adequately serve residents and the need for change has become apparent to all. At issue is what form this change should take: a rehab and expansion of the existing structure Or a complete new building Also under consideration is the size of the facility -- how big does it need to be to meet the needs of the Village Charged with analyzing these options is the Glenview Library Joint Administrative Committee (GLJAC) jointly created in January 2006 by the Village and Library Boards. Made up of two Trustees from each Board Paul Detlefs and Philip O C. White representing the Village and Jerome McQuie and M. David Johnson representing the Library as well as key Village and Library staff members the GLJAC will ultimately present both Boards with a recommended course of action. To assist in the decisionmaking process the Committee commissioned three studies including: o A structural analysis of the existing building. o An environmental analysis of the existing building. o A comprehensive space-needs study and site analysis for the library. Two of these studies are now complete. The structural analysis of the building indicated that its beams foundations and footings are in good condition. However the -more- Library Process Moves Forward Page Two study did indicate among other things that the structure could not support additional vertical expansion. The environmental analysis revealed only minor lead-based paint and asbestos issues that present no immediate dangers to staff or residents but that will be mitigated as part of the future library rehabilitation or demolition process The third larger Library Space Program Development Study conducted by consultant PSA Dewberry is well underway and is planned for completion within the next few months. More comprehensive than the other two studies it will: o Demonstrate and justify current and future space needs o Outline benefits weaknesses and budgets of the add on and build new options o Compare operational cost projections of both options and o Establish a construction timetable. The space needs portion of the study is currently nearing completion. After gathering a wide range of demographics and service statistics from the Village the Glenview Library and peer libraries throughout the North Suburban Library System PSA Dewberry conducted a Vision Session with the GLJAC to gather feedback about its vision for the library s future. PSA Dewberry then worked with library staff to determine their specific programmatic requirements for each functional area and now with feedback from the GLJAC and staff members they are putting the final touches on the space needs report. The next step is a site feasibility analysis. For each option add-on or build new the analysis will take a look at factors ranging from building placement parking and pedestrian and vehicular circulation to operational and functional constraints with a focus on opportunities and economic trade-offs and remedies. Project and annual operating costs will be estimated for each option and a project timeline will also be developed for each. All three studies are designed to provide the GLJAC and the Boards with ability to make an informed decision regarding library improvements. These improvements will carry with them a substantial fiscal impact accurate comprehensive and timely information is critical to making a fiscally sound decision. Once the final study is complete the GLJAC will review all three studies and develop a recommendation regarding the add-on/build new options. This recommendation will be presented to the two full Boards which will reconvene in the third or fourth quarter of 2006 to make a final decision. In the meantime library patrons may now take advantage of 19 more parking spaces in the former Epco Paint Store parking lot just east of the library. ###
