The employees of the Department of Administration have united to achieve an impressive goal 41 percent participation in the State Employees Combined Campaign. The more than $35 500 raised sets a new record for DOA and is especially noteworthy in that you reached this milestone in just two months. I can't begin to tell you how proud I am of your efforts. I hope you will join me in commending all of our Division Coordinators and the members of DOA's SECC Committee for their outstanding efforts this year (see page 5). As you know Gov. Mike Easley has asked everyone to reduce water use by 50 percent during this record-setting dry spell and to take steps to further conserve in the future. Many of you recently offered your water-saving tips to share with DOA colleagues. You will find a selection of these great ideas on page 3. I am impressed by the dedication our employees have shown during these difficult times both here and at home. Your efforts are making a difference and are helping to set a standard for long-term conservation that will benefit every corner of our state. 13 Join us for food and fellowship Tuesday December 18 2-4 p.m. Commission Room Fifth Floor Administration Building 2 Fall 2007 Employee Spotlight:: Officer Leon Smith State Capitol Police July 11 2007 didn't start out like it would be much different from any day in the past four years that Officer Leon Smith reported for duty with the State Capitol Police. Assigned to the Executive Protection Unit Smith was working at the Old Education Building when a state employee told him that someone was stealing his daily newspaper from the building's loading dock. What sounded like a simple complaint grew more interesting after Smith took the initiative to check surveillance tapes from the days the newspaper was reported missing. It's part of the reason why Smith's peers nominated him for the Administrator Extra Effort Award. A quick review of the tapes revealed an unidentified male who walked up to the loading dock each day at 5:30 a.m. Smith requested permission to report to work several hours before his usual shift to investigate the matter. The next day he saw the same fellow casually walk toward the building and take the newspaper. Smith questioned and eventually arrested the man. During the course of the investigation Smith discovered the man had marijuana and drug paraphernalia in his possession. Relying on instinct and experience he questioned the man further and discovered he possessed a Social Security card that did not belong to him. This final discovery led to an additional charge of financial identity fraud a far more significant violation than just pinching someone's newspaper. "The arrest and charges made in this case were a direct result of Officer Leon Smith's diligence dedication to duty and his extra effort " said State Capitol Police Chief Scott Hunter. "His work in this and other cases is a shining example of serious nature in which our personnel approach their duty to protect and serve." Officer Leon Smith State Capital Police SEIBP Offers Incentives for Ideas That Improve State Government The State Employee Incentive Bonus Program (SEIBP) offers incentives for employees to develop creative ways to improve state government operations. These incentives include monetary awards and paid special leave. In fact the SEIBP has already paid members of our department over $109 000! Any full time part time or temporary state employee is eligible to participate in the program. The process is simple: First think the idea through carefully making sure its benefits can be documented and measured. Second complete a suggestion form (visit www.seibp.org). Bob Leker State Energy Office 4 Fall 2007 The Privilege of Volunteering at the Special Olympics World Summer Games By Jill Hammergren Agency for Public Telecommunications When someone asks you to donate your time or resources for a cause we all have the tendency to pause. Sometimes we ask ourselves "What am I willing to give up How will it fit into my already hectic schedule Are my finances strong enough to withstand this donation " But for one cause I never hesitate. Special Olympics turned my volunteering into a privilege I immensely cherish. In October I volunteered for the 2007 Special Olympics World Summer Games in Shanghai China. This was my sixth World Games event. In 1991 I helped for the first time at the International Games in Minneapolis Minn. I was on the Games Organizing Staff for the 1999 Special Olympics World Summer Games held here in North Carolina. In 2001 I joined a specialized team of volunteers who assist with media coverage of the Games crisis communications crowd control celebrity escorting and a multitude of other "as needed duties." As a member of that team I also experienced the World Games in Anchorage Alaska Dublin Ireland and Nagano Japan. In Shanghai nearly 7 500 athletes came from more than 160 countries to participate in the world-class competition. State Personnel Director Thomas Wright's niece 25-year-old Kathryn Frye of Greenville competed on Team USA in Roller Skating. During the Games I interrupted lunch between and her teammates. But she was thrilled when I told her I brought her uncle's good wishes and wanted to take her picture. Kathryn placed fourth in her three races: 100M 300M and 500M. She began roller skating when she was 10 and has participated on the state level with Special Olympics for five years. In November she took part in the 2007 Special Olympics Fall Games in High Point. Visiting far-away places is exhilarating and sometimes challenging but for me the greatest rewards of Special Olympics are meeting athletes like Kathryn. I rejoice in their triumphs Jill Hammergren at the closing ceremony of the 2007 Special Olympics World Summer Games in Shanghai China. over amazing struggles that allow them opportunities to compete at the World Games. I celebrate with parents who are overjoyed at their sons' and daughters' accomplishments. I relish the coaches who devote their skills and time training these athletes. I am awestruck by the hundreds of thousands of volunteers who make these World Games possible. I am thankful for the corporate sponsors who help underwrite the Games. But mostly I am deeply grateful for the privilege to contribute to such a wonderful movement. Kathryn Frye of Greenville a member of Team USA in Roller Skating. Fall 2007 5 Sweets Popular at 2nd annual Flu Shot Bake Sale One of the items that sold out first at the second annual Flu Shot Bake Sale which raised a total of $157 for the State Employees Combined Campaign was the candied peanuts made and donated by Sheree Pratt. She was surprised by their popularity and tickled when some customers begged for the recipe which she said is as easy to prepare as the treats are delicious. Here is the recipe which Sheree said doubles nicely for holiday giving. She usually finds the freshest raw peanuts at the State Farmer's Market. Sheree's Sugar Coated Peanuts 1 cup granulated sugar cup water 1 cup raw shelled peanuts (skins on) Dissolve sugar in water in saucepan over medium heat stirring frequently. Cook until peanuts are completely sugared (coated and no syrup). Pour on ungreased cookie sheet separate peanuts with fork. Bake at 300 degrees for approximately 30 minutes stirring at 10-minute intervals until crisp and dry.
