Camp Springs Arts District Planning Study In 2004 The Maryland-National Capital Park and Planning Commission (M-NCPPC) completed the Henson Creek-South Potomac Master Plan. As an outgrowth of this process community stakeholders expressed an interest in the creation of an arts and entertainment district at the crossroads of Allentown Road and Branch Avenue in Camp Springs. The community wanted to use arts as a catalyst for revitalization of this underserved area which lacked sufficient retail and service businesses to meet the needs of the residents. Justice and Sustainability Associates was part of a team along with Rhodeside and Harwell and Bay Area Economics as the lead hired by M-NCPPC to prepare a feasibility analysis for the proposed Camp Springs Arts District. As a means of assessing the level of political and community support JSA prepared a stakeholder outreach plan to provide contact information of community and business leaders and area artists and arts organizations while Bay Area Economics conducted a series of phone and personal interviews with relevant stakeholders. JSA managed a well-attended three-day charrette and documented community ideas and comments. The end result was a successful process with a plan that enjoyed wide community support.
