MINUTES RAPID CITY BEAUTIFICATION COMMITTEE January 17 2007 MEMBERS PRESENT: Jacqueline Allen Duane Baumgartner Steve Doshier Jim Hansen Patricia Pummel Jim White and Suzanne Wilson. Council Liaison Karen Gundersen Olson was also present STAFF PRESENT: Karen Bulman Rod Proffitt Ris Ficken Lon VanDeusen and Rod Johnson OTHERS PRESENT: Wayne Asscherick White called the meeting to order at 7:01 a.m. Approval of Minutes Hansen moved Baumgartner seconded and carried unanimously to approve the minutes of the December 20 2006 meeting. Financial Report Bulman provided a brief review of the financial report. Pummel moved Hansen seconded and unanimously carried to acknowledge the financial report as presented. Crime Prevention through Environmental Design Wayne Asscherick Rapid City Police Department advised that he performs inspections and evaluations to assist homeowners business owners and neighborhoods in the use of Crime Prevention through Environmental Design (CPTED). Asscherick indicated that all Rapid City police officers are trained in these program concepts. Asscherick presented and described the elements of the program and discussed appropriate use of space and the importance of removing graffiti cleaning up and maintaining areas. Asscherick discussed the importance of community involvement in determining how space is maintained. Asscherick explained the concepts of good CPTED practices including natural surveillance access control defining territory landscaping zones and signage. Wilson left the meeting at this time. Asscherick reviewed additional issues associated with CPTED including image and maintenance community activation education neighborhood projects and responsible lessors. Discussion followed concerning the City-wide Neighborhood Watch meeting Asscherick s status as the coordinator for the Neighborhood Crime Watch program and the CPTED program his involvement with community policing the auxiliary police and the Citizen s Police Academy. Canyon Lake Dr/Sheridan Lake Rd Irrigation Project In response to a question from White Johnson indicated that the Canyon Lake Drive/Sheridan Lake Road irrigation project will be scheduled after the completion of the major waterline project in the area. Johnson described the scope of the irrigation work to be completed noting that the City has identified funding for the irrigation but not for landscaping. In response to a question from Johnson Bulman advised that the Stearns Grant funding in the amount of $12 500 has been identified for use for plant material associated with the irrigation project. Johnson stated that the original estimates for landscaping were approximately $50 000-$60 000 noting that a Rapid City Beautification Committee Minutes January 17 2006 Page 2 determination will be made on what portion of the landscaping would be accomplished with the Stearns Grant funding. Discussion followed concerning the level of interest to participate in the project expressed by individuals involved with Post 22 and Post 320 baseball. In response to a question from Doshier Johnson indicated that it may be possible to gate off the gravel drive to the water building located at the southwest corner of the intersection of Sheridan Lake Road and Canyon Lake Road to keep vehicles out. Discussion followed concerning how frequently the water building is accessed. Doshier expressed concern regarding the discontinuous sidewalk sections located on the north side of Canyon Lake Drive and east of Sheridan Lake Road noting that sidewalks should be ordered in place. Olson stated that the City Council is in the process of contacting area property owners to discuss the issue. Discussion followed concerning the jogging path on the south side of Canyon Lake Drive adjacent to the curb and the impact of the installation of the new irrigation system on the jogging path. In response to a question from Doshier Johnson indicated that the irrigation project would be bid with alternates for the landscaping. In response to a question from Doshier Johnson stated that the decision on where the landscaping would be located would be made collectively with the Parks Department. In response to a question from Doshier Bulman confirmed that the Stearns Grant funding in the amount of $12 500 must be used exclusively on the irrigation project. Stearns/TEA St Joseph Street Trees Johnson advised that the amended grant application was approved by City Council on Monday January 15 2007 noting that the application must be submitted to the State by February 1 2007. In response to a question from White Johnson indicated that the Federal funds are administered by the State through enhancement grants noting that if the grant application is accepted the project could be included for funding in 2009. Johnson reported that funding had been allocated for 2008-2009 for the bike path connection at the fairgrounds. In response to a question from Olson Johns
